According to Reuters: Britain, the United States, France and Ukraine blocked a Russian proposal at the United Nations to blacklist Syrian rebel groups Jaish al-Islam and Ahrar al-Sham for links to Islamic State and al Qaeda militants, diplomats said on Wednesday.
